Dr. Joy Elamon, former Director General of the Kerala Institute of Local Administration (KILA), is a distinguished medical doctor with an MBBS and an MPH. With extensive expertise in decentralization, local governance, and climate change, he significantly contributed to Kerala's People’s Plan Campaign and has held key roles such as Chief Programme Coordinator at SDC-CapDecK and CEO of Intercooperation Social Development India. Dr. Elamon also served as Moderator of UNDP’s Decentralization Community and as a Senior Advisor for Helvetas Swiss Intercooperation. Recognized for his work in community development and governance, he has received multiple accolades, including the Outstanding Community Builder award by UNDP India.
